Paul Matrosov is a Counsel at Khoshaim & Associates, focusing on the development, financing, and acquisition of complex infrastructure and energy projects. He has led numerous first-of-their-kind and award-winning transactions across the region, advising sponsors, project companies, lenders, and Islamic financiers on projects in the power (including renewables), infrastructure, oil and gas, petrochemical, telecom, mining, and industrial sectors.

Paul has deep expertise in export credit agency (ECA)-backed financings, multilateral financings, and Islamic financings, and his experience spans the entire project lifecycle — from company formation and joint venture arrangements to project structuring, development, financing, and operational contracts. His ability to integrate commercial, financing, and technical considerations makes him a trusted advisor for clients pursuing large-scale and innovative projects in Saudi Arabia and beyond.

Recognized by The Legal 500 as a Rising Star for his market standing, Paul previously practiced in the global Projects group at Allen & Overy LLP (now A&O Shearman) in London. During that time, he was seconded to HSBC’s Project and Export Finance division, working across both London and New York offices.

Paul holds J.D., B.C.L., and LL.M. (with Distinction) degrees from McGill University, and is admitted to practice in England & Wales and Ontario (Canada).
