Senior Associate
Reem is a Senior Associate in K&A’s Advisory practice, where she advises public and private sector clients on a wide range of regulatory, privatization, public procurement matters, with a particular focus on public policy, regulatory reform, public private partnerships and legislative development. Her experience includes drafting and amending laws and regulations, conducting comparative legal studies, gap analyses, and due diligence reviews, and advising on the interpretation and application of regulatory frameworks.
She has developed a number of deliverables and tools in accordance with Council of Ministers Resolution no. (713). Her experience also includes drafting and reviewing policies, rules, and procedural regulations, in addition to preparing relevant guides, legal and regulatory enablers, and the templates used by entities to meet regulatory requirements.
Before joining K&A, Reem worked at an international law firm, where she contributed to several high-profile mandates, including organizational restructurings, government transformation, and privatization projects. This included leading transformation projects for the Real Estate Development Fund, the Real Estate General Authority, and the privatization of three health clusters for the Ministry of Health. She also worked on multiple projects involving the drafting or amendment of laws, regulations, and policies. Among these were preparing the explanatory memorandum and comparative study for the Regulation on the Rights and Obligations of Public Transport Users, amending the Income Tax Law and its Implementing Regulations, and developing procedural rules for grievance/appeals committees within government entities undergoing transformation or privatization.
Reem holds a Bachelor’s degree in Law (with Honors) and a Master’s degree in Commercial Law (with Honors) from Prince Sultan University. She is licensed to practice law in Saudi Arabia and is fluent in Arabic and English.
